Remote Capture Manager with Security Clearance

We are seeking a seasoned Senior Capture Manager to lead the development and execution of winning capture strategies for large-scale federal contracts, particularly within DoD, DHA, and DHS. This role requires deep experience in federal procurement, outstanding proposal and stakeholder management skills, and a strategic mindset for delivering innovative IT solutions. You will manage multiple captures simultaneously, support executive leadership with actionable insights, and drive success in a competitive government contracting landscape.

Key Responsibilities

  • Lead capture efforts for contracts exceeding $50 million within Army, Navy, DHA, DHS, and related DoD agencies.

  • Guide end-to-end capture processes in accordance with Federal Acquisition Regulations and company best practices.

  • Collaborate across departments—including solution architects, analysts, pricing, proposal managers, and program leaders—to develop compliant, competitive, and compelling offers.

  • Build and manage high-performing capture teams, including forming industry partnerships to address technical gaps and small business requirements.

  • Perform competitive analysis and develop win themes, pricing strategies, and mitigation approaches that highlight differentiators and strengths.

  • Conduct market intelligence research and engage with stakeholders to shape acquisition strategies and influence requirements.

  • Provide executive-level briefings, capture plans, and status updates to internal leadership and contribute to strategic pipeline development.

  • Support bid/no-bid decisions with sound judgment and data-driven rationale.

  • Maintain consistent documentation and progress tracking using CRM and pipeline management tools.

  • Ensure all activities uphold ethical standards and align with corporate and client values.

Required Qualifications

  • Minimum of 5 years of experience in federal capture management with a strong win track record.

  • Proven success securing $50M+ federal contracts, ideally within DoD, DHA, and/or DHS.

  • Deep knowledge of Army and/or Naval procurement processes and stakeholder environments.

  • Expertise in government contracts, contract vehicles (e.g., IDIQ, GWAC, BPA), and acquisition lifecycles.

  • Demonstrated ability to create and execute win strategies based on past performance and industry knowledge.

  • Strong project management, organizational, and written/oral communication skills.

  • Familiarity with CRM tools (Salesforce, TechnoMile, etc.) and pipeline development practices.

  • Solid understanding of the federal proposal process and capture lifecycle from opportunity identification to award.

  • Ability to lead cross-functional teams under tight deadlines while balancing multiple priorities.

  • Judgment and analytical skills to guide bid/no-bid decisions with confidence and accuracy.

Preferred Qualifications

  • Business development experience with a focus on federal IT solutions.

  • Bachelor's degree required; Master's degree preferred.

  • Shipley Method training or certification strongly desired.

  • Experience with proposal evaluation scoring, price-to-win analysis, and teaming strategy.

  • Background in emerging technologies, health IT, cybersecurity, or digital transformation is a plus.
